1889—PRESIDENT BENJAMIN Harrison signed proclamations admitting North Dakota and South Dakota into the Union as the 39th and 40th states. Harrison intentionally shuffled the paperwork so no one would know which state was officially admitted first, preventing long-standing rivalry between the Dakotas.
