The Village of Iola Ordinance Committee Meeting was held at the Iola Village Hall, Community Room at 5 p.m. on Wednesday, May 3, was called to order by Committee Chair Rick Meyers. Chairman Meyers read the Open Meeting Statement, led the Pledge of Allegiance with a Moment of Silence that followed.
Clerk Aanstad took roll call. Committee Members present: Chairman Rick Meyers, Shannon Dane, Missy Fenn, Jennifer Schustek. Guests: Mark McCoy, Laurie Miller, Pamela Parks, Jim Rasmussen, Steve Steeber and Sherri Miller.
Jim Rasmussen asked to discuss the Zone Administrator position and to consider leaving Bob Viste as the Zone Administrator and creating a new title for Pamela Parks as the Plan Commission Liaison. After he had done some research, he did not feel that Pamela had the qualifications for the position and it fit more under the Building Inspectors roll, however there was a need for a Liaison. After a short discussion it was recommended to move forward with a vote at the Monday, May 8, Board Meeting to change Pamela’s title to Plan Commission Liaison.
Jim Rasmussen questioned the $250 fee regarding permits. It was also mentioned where the money goes to. Jennifer made a comment that the money is helping to offset legal expenses.
Jim Rasmussen suggested they consider removing the year in 123-10. A. Then it would be open ended for review. After a short discussion it was decided to leave it as is, the year would not change the status of an open-ended review.
Sherri and Steve mentioned in 123-5 #5, because of the way that is worded with the way they are set up for their handicap accessible if they would close the gate off, they would not be in compliance with state guidelines for handicap accessible. It was also questioned if the gate is monitored, they said yes. It was suggested that they make the opening narrower during concerts.
Sherri asked about making an exception for Sunday’s this year, because they already have their bands booked for the year. They asked if they could have music on Sunday evenings later than 5 p.m. The question was asked if it was extended to 6:30 p.m. it that would work. It was then decided to extend the music to 6:30 p.m.
Mark McCoy asked about how this would affect Car Show with their Liquor License, since Otto’s bar holds the liquor License. It was explained because the Iola Old Car Show holds the Liquor License, even though the Iola Old Car Show has a Special Events license for everything outside of Otto’s Bar, the Iola Old Car Show Organization name holds the name it does not matter the location of the liquor license. The Iola Old Car Show would have to follow the same rules on the grounds as all other Owners/Operators holding liquor license.
After a short discussion it was decided to amend the ordinance for Sunday music for this year, however after Labor Day the board would review the Ordinance.
The new Garbage Residential Ordinance was discussed, because of the number of calls received looking for exceptions. The cheaper rate was based on village residents, R-1 One- and Two-Family Residential Homes. After reviewing the ordinance, it was decided, no exceptions would be allowed. Homes that are two family residents will require two sets of containers.
Jennifer Schustek made a motion to adjourn the meeting at 5:53 p.m. Shannon Dane seconded the motion. Motion carried.
