The Finance Committee of the Village of Iola met on Monday, Dec. 14, 2020, in the Iola Community Center’s Senior Room.
Meeting was called to order by Dave Harper and opening meeting statements were made.
Roll call was taken by clerk Betty Aanstad. Present: Kathy Briquelet, Dave Harper, Jim Rasmussen, Terry Murphy, Missy Fenn. Others: Acting Chief Paul Zierler, Sergeant Curt Fields, and Clerk Betty Aanstad.
Dave Harper entertained a motion to approve the agenda, Jim Rasmussen made a motion to approve
the agenda, Kathy Briquelet seconded. Motion carried.
Chairman Dave Harper explained the purpose of the meeting. Acting Chief Zierler contacted him and
asked about available money for 2020 in the Police Budget. Chairman Harper explained there was no
money available in 2020, however he felt it would be best to call a finance meeting for Acting Chief Zierler to explain the need of the IPD and listen to the requests and prioritize their requests.
Acting Chief Zierler explained they would like to purchase four new tasers. Taser life expectancy is
about 4-5 years. IPD’s Tasers are 8-plus years old. IPD would like to purchase four new tasers, the cost would be for four new tasers around $6,000.
Kathy Briquelet questioned sharing tasers. Acting Chief Zierler said it has been tried but did not work.
Jim Rasmussen questioned training using tasers. Acting Chief Zierler explained they train with Waupaca County Sheriff’s Department.
Second request is a reporting program called Spillman. The system connects IPD with the Waupaca County Sheriff’s Department, data will be shared throughout the County Sheriff and police departments. The data will be stored in the system at two locations, the Sheriff’s Department and Manawa PD. Security will be handled by the company. Estimated cost $13,000 for initial program, $500-$600 yearly maintenance fee. Cost can possibly be spread out over three years. Training will be done online and through the Waupaca County Sheriff’s Department.
Dave Harper asked the question if anyone had any objection to the IPD purchasing the tasers? There were no objections for IPD to purchase four tasers. Jim Rasmussen made a motion for Iola Police Department to purchase four tasers, to be purchased in late January early February delivery 2021. Kathy Briquelet seconded the motion. Motion carried.
Acting Chief Zierler stated that since the end of October, they have only accumulated five overtime days. Both officers have vacation they will be carrying over to 2021, due to staff shortage. A discussion was held about scheduling a meeting with police and personal committees to write up ads for a new patrol officer.

Kathy Briquelet seconded the motion. Motion carried.
