Village of Iola Board of Trustees June 8 meeting minutes

The monthly Village of Iola Board of Trustees meeting was held Monday, June 8, at 6 p.m. via GoToMeeting and in person at the Iola Community Center, by special accommodations.

President Joel Edler called the regular monthly meeting of the Iola Village Board of Trustees to order. President Edler made the open meeting statement that this meeting and all other meetings of this Board are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so the citizenry may be made aware of the time, place, and agenda of this meeting.

Board members present: President Joel Edler; Trustees: Jim Rasmussen, Terry Murphy, Missy Fenn, Kathy Briquelet, Dave Harper, Pamela Parks. Others present: Bruce Meagher, Steve Steeber, Clerk Betty Aanstad.

President Edler entertained a motion to approve the agenda for the June 8 meeting. Terry Murphy made the motion to approve the agenda, seconded by Dave Harper; motion carried.

Dave Harper made a motion to approve the minutes from the May 11 meeting, Pamela Parks seconded the motion; motion carried.

Dave Harper made a motion to approve the personnel committee meeting held on May 14. Jim Rasmussen seconded the motion; motion carried.

Liquor licenses

Jim Rasmussen made a motion to approve operator’s license applications for 2020-21 for the following: Jennifer Schustek, Crystal Café of Iola; Sadie Schustek, Crystal Café of Iola; Judith Boiler, Crystal Café of Iola; Kay M. A motion was made by Dave Harper to approve the following liquor license for the following: Class B Beer, Class B Liquor: Whitetail Lanes DBA as The Iron Grille – Stephen Cieskwicz; Northern Lights Bar & Grille, LLC – Mary L. Sisk; JD’s Corner Bar, LLC – Jeff Domask; Thirsty Perch, LLC – Sherri Miller; Too-Dars Diner, LLC – Diane Ayres. Class A Beer, Class A Liquor: Depot Street Station, LLC – Erik Hanson; Finally, K Inc. aka Iola Sentry Foods – Doug Kulinski: Class B Beer, Class C Wine: Crystal Café of Iola – Judith Boiler; Millstone of Iola Mills LLC – Thomas Fucik. A motion was made by Jim Rasmussen to approve the liquor license. A discussion was held regarding reducing the cost of the liquor license for 2020-21 due to the pandemic. A motion was made to drop the price of Class B liquor license by $100 for 2020-21. Kathy Briquelet seconded the motion. Motion carried.

A motion was made by Missy Fenn to keep the community center closed for the summer, seconded by Kathy Briquelet. Motion carried.

A discussion was held regarding extra spending regarding between Fire & Ambulance, Library, Police and Village and who should be turning in extra expenses. This will be revisited later.

Terry Murphy made a motion for the library to use the village sidewalk between S. Main St. and the alley behind the library, to display a StoryWalk from July 1st to Aug. 9 for people to view and read as they are walking along Iola Street, seconded by Jim Rasmussen, motion carried.

President Edler entertained a motion to hire someone to do odd jobs for the village. Terry Murphy made the motion the motion was seconded by Jim Rasmussen, motion carried. A motion was made by Jim Rasmussen to pay them $10 per hour, seconded by Dave Harper, motion carried.

President Edler entertained a motion to hire someone to take over the remainder of the elections for 2020. A motion was made by Jim Rasmussen to hire someone to take over the remainder of the 2020 elections in the amount of $13 per hour, seconded by Pamela Parks, motion carried.

The board had a discussion regarding the DNR’s burning guidelines verses the current village guidelines. It was decided not to adopt the DNR guidelines because the DNR guidelines are looser than the current village guidelines. The village currently allows campfires if they are in appropriate containers. Permits are required through the fire department. Terry Murphy made a motion for the village to revoke the current burning ban that was put in place by the presidential order due to the Covid-19 pandemic, seconded by Pamela Parks, motion carried.

Resolution 20-06 RESOLVED, that no person, firm or Corporation shall be allowed to place, deposit or cause to be deposited for collection, any refuse at either the compost/debris location on Grove Street or brush pile location on Town Line Road within the Village until a permit therefore shall first have been obtained from the Village Clerk. Permit fee applicable to non-village residence of $50 per year shall be paid to the Village Clerk for each permit issued. Terry Murphy made the motion to approve the resolution, seconded by Pamela Parks, motion carried. Legal council will work with Glenn Tetzlaff to get language for the signs, that Glenn will have printed and post at both locations.

A motion was entertained by Dave Harper to accept the quote from Service King to clean the lower level of the Community Center in the amount of $300 and the upper level (Library) in the amount of $500. Motion made by Terry Murphy, seconded by Dave Harper, motion carried.

A motion was made to vacate the village’s interest in Jensen Drive by Terry Murphy, seconded by Pamela Parks, motion carried. Specifics will be drawn up by legal counsel, to be signed at a later date.

Committee reports

Personnel – None; Public Property and Streets – None; Sandy resigned; Stephanie Doine will be taking over the gardens. Sewer and Water – none: Library – Jim Rasmussen reiterated the library opened a week ago Monday and things were going well; Finance, bills – finance found the bills in order and Jim Rasmussen moved that bills be paid, seconded by Terry Murphy. Motion carried. Correspondence and communications – None; Public presentation to, or discuss with the Board – None; Any other business that may legally come before the Board – None
