The Village of Iola Board met on Oct. 10 at 5:30 p.m. in the Iola Village Hall’s Community Room.
Meeting called to order at 5:30 p.m. by Jennifer Schustek. The opening statement was read, followed by the Pledge of Allegiance and a moment of silence.
Roll Call. Members present: Jennifer Schustek, Jim Rasmussen, Dave Harper, Rick Meyers, Shannon Dane, and Mark McCoy. Others present: Laura J. Krogwold, Village Clerk/Treasurer, Missy Fenn, Village of Iola Deputy Clerk/Treasurer, Pamela Parks, and Holly Neumann.
Motion made by Harper, seconded by Dane to approve the minutes from previous meetings Motion passed.
Fenn resignation, Parks appointment
Motion made by Meyers to accept the resignation of Trustee Melissa Fenn. Seconded by Dane. A huge thank you for all your years as trustee and we all look forward to working with you as Deputy Clerk. Motion carried.
Motion made by Harper to appoint Pamela Parks to fill in the remainder of Trustee Fenn’s unexpired term as Trustee, with additional appointment as Chairperson to the Police Committee, and on the committees of Ordinances, Public Works, and Parks. Motion seconded by Meyers. Motion carried.
Trustee Pamela Parks was sworn in by Laura J. Krogwold, Clerk. Welcome aboard Pamela.
Motion made by Harper to allow Melissa Fenn to continue her appointments to North Waupaca County Judicial Municipal Court and Waupaca County Economic Development Committee. Seconded by Parks. These are appointments that a trustee does not need to hold. They can be represented by employees of a municipality. Motion carried.
President Schustek read Resolution 2023-11: Resolved, that Melissa Fenn is here authorized to sign and endorse check, drafts and orders for the payment of money upon active accounts of the Village of Iola at Bank First and she hereby authorized to sign receipts for money paid to the Village of Iola and other documents necessary and incidental to the routine conduct of the Village of Iola business in the absence of the Clerk/Treasurer of the Village of Iola.
Motion made by Rassmussen to approve Resolution 2023-11. Seconded by Dane. Roll call vote taken by L. Krogwold, Clerk: 7 members present, 7-Yes, 0-No, 0-Abstained. Motion passed.
Chester L. Kause Day
Harper read Resolution 2023-12: Proclamation.
Whereas, Chester L. Krause became a son of the Iola community at his birth December 16, 1923, whereafter he grew up on a farm east of town; and, Whereas, after his graduation from Iola High School, he answered the call of Uncle Sam to serve as a mechanic in the U.S. Army during World War II; and,
Whereas, upon his return to civilian life in Iola, he became a carpenter and building contractor and built garages, homes, and churches among other structures for the people of the community; and, Whereas, his determination to build things as well as his curiosity led him to start a newspaper for coin collectors called Numismatic News October 13, 1952; and, Whereas, on the foundation of this coin collector newspaper he built a large publishing company that after 50 years employed 400 people in the Iola headquarters and another 50 people in satellite buildings and offices; and,
Whereas, as his success increased, he shared it with others through his philanthropic works in Iola as well as in the state and in the nation; and, Whereas, the sharing of his prosperity included the sale of his company to his employees, much to their benefit; and,
Whereas, even after his retirement, he continued to work for the benefit of the community from his Main Street office up until his passing in 2016; and,
Whereas, since then an ad hoc committee of the people of Iola have worked to create the Chester L. Krause Legacy Park in downtown Iola, which will be dedicated October 13, 2023, the 71st anniversary of the founding of Numismatic News,
Now therefore be it resolved by the Village of Iola Board of Trustees meeting at its October 10, 2023, regular monthly meeting to hereby declare that October 13, 2023, will be known as Chester L. Krause Day in the Village of Iola.
Motion made by S. Dane to adopt Resolution 2023-12. Seconded by Harper. Roll call vote taken by Krogwold, Clerk: 7 members present, 7-Yes, 0-No, 0- Abstained. Motion passed.
Schustek announced her appointments to the Downtown Revitalization Committee: Shannon Dane, chairperson, Mark McCoy, Heather Hoyard, Joe Opperman, Greg Loesher. She stated that this committee is open to anyone who is willing to help. Motion made by Harper to ratify the appointments to the Downtown Revitalization Committee. Seconded by Meyers. Motion carried.
Motion made by Harper to give gifts of Iola-Scandinavia Chamber Bucks to village employees: $60 for Full time and $30 for Part time. Seconded by Rassmussen. Motion carried.
Motion made by Harper to issue a temporary Operator’s Permit for Todd D. Snyder for Saturday, Oct. 7, for the Iola Area Fire & Ambulance Fall Festival. Seconded by Meyers. Motion carried.
Motion made by Harper to waive $10 fee for temporary operators permit for the Iola Area Fire & Ambulance Fall Festival. Rasmussen seconded. Motion carried.
President Schustek read 2023-13 Resolved: That the sale of the 1997 International Tandem Axel Dump Truck for $16,250.00 be placed in the Vehicle Replacement Fund-Public Works for a future purchase. Motion made by Parks to approve Resolution 2023-13. Seconded by Harper. Roll call vote taken by Krogwold, Clerk: 7 members present, 7-Yes, 0-No, 0- Abstained. Motion passed.

Public Works (Public Property, Streets, Sewer, Water): A map of the TDS network cable, to be installed on the Sewer treatment plant property was shared as information. Public Works director Glenn Tetzlaff okayed the placement of the cable.
Park & Garden: Rosie Paw Dog Park is being used a lot. We are looking for a new Children’s Garden Director. There will be a dedication of the Chester L. Krause Legacy Park at 1:30 p.m. on Friday, Oct. 13, at the park or the Historical Society Machine shed if the weather is bad.
Finance: The members of the Finance Committee found the bills to be in order. Motion made by Harper, seconded by Rassmussen to approve the bills. No discussion. Motion passed.
Motion by Harper to adjourn. Second by Rasmussen. Motion Carried. The meeting adjourned at 5:59 p.m.
