Village of Iola Board March 13 meeting minutes

The March 13  Village of Iola Board meeting was called to order by President Jennifer Schustek at 5:30 p.m. The meeting was held at the Iola Village Hall in the Community Room.

President Schustek read the opening meeting statement “This meeting and all other meetings of the Iola Village Board are open to the public. Proper notice has been posted in accordance with Wisconsin Statutes so the citizenry may be aware of the time, place, and agenda of this meeting The Village Board asks that all participants of this meeting silence their cell phones until after the meeting had adjourned”.

President Schustek led the Pledge of Allegiance, followed by a moment of silence.

Roll call was taken by Deputy Clerk, Laura J. Krogwold. Board Members Present:  President Jennifer Schustek, Trustees: Dave Harper, Jim Rasmussen, Pamela Parks, Missy Fenn, Rick Meyers, Mark McCoy; Village Attorney Bruce Meagher, Attorney David Forsythe. Others Present: Deputy Clerk Laura J. Krogwold; Police Chief, Paul Zierler; Holly Neumann, Aaron Messier, Cassie Messier, Shannon Dane, Dan Dane, Larry Flowers, Roger Olson, Sandy Bostwick, Sherri Miller, Steve Steeber, Ali Johnson, Jonathan Muniz, Joe Opperman, Dennis Meyer, Greg Loesher, Sherry Neider, Jason Bartkett, Tim Mueller, Eric Bestul, Taylor Sorenson and Danielle Beschta.

Motion was made by Trustee Harper to open the public hearing for “Ordinance No.:23-01, Garbage and Refuse Collection”. Trustee Rasmussen seconded the motion.  Motion carried.

Discussion was held regarding the Garbage and Refuse Collection Ordinance.  The garbage and recycling pick-up will be weekly. All homes will be part of the village-wide garbage pickup, including part-time residence.  There will be no opt out for garbage collection. The customer billing for garbage and recycling collection will be billed quarterly in their Village of Iola Utility Bill. Price and start date will be determined.

Motion made by Trustee Meyers to adjourn the public hearing and resume regular board meeting. Seconded by Trustee Fenn.  Motion carried.

A presentation of a plaque to Trustee Parks was made for her many years of service on the Village Board along with a huge thank you for her all her hard work.

Motion made by Trustee Harper to approve the minutes of the board meeting on February 13, 2023.  Second by Trustee Meyers.  Motion passed.

Note made that the February 21, 2023, Zoning meeting was cancelled.

Motion made by Trustee Fenn to approve the minutes from February 28, 2023, Public Property & Streets committee meeting.  Seconded by Trustee Parks.  Motion carries.

Motion made by Trustee Rasmussen to approve the minutes for the March 2, 2023 Special Board Meeting.  Seconded by Trustee Meyers.  Motion passed.

Motion made by Trustee Meyers to approve the minutes from the March 2, 2023 Zoning Committee Meeting.  Seconded by Trustee Fenn.  Motion carried.

Motion made by Trustee Harper to approve the minutes from the March 9, 2023 Variance Meeting. Seconded by Trustee McCoy” Motion carried.

Motion made by Trustee Meyers to approve “Village of Iola Ordinance No:23-01, Garbage and Refuse Collection”. Motion seconded by Trustee McCoy.  Roll call vote was taken Trustee Harper-yes, Trustee Rasmussen-no, Trustee McCoy-yes, Trustee Meyers-yes, Trustee Parks-yes, Trustee Fenn-yes and President Schustek-yes.  “Village of Iola Ordinance No.:23-01, Garbage and Refuse Collection” passed Yes: 6, No 1.

Motion made by Trustee McCoy to accept the garbage hauler bid from Harter’s Fox Valley Disposal. Seconded by Trustee Meyers.  Motion passed.

An informational update given by Trustee Rasmussen regarding Iola Village Library Resolution No. 2021-1.  The resolution was read out loud by Deputy-Clerk Krogwold: “‘Consideration of approving employee vacation carryover from one calendar year to the next with Supervisor approval to be used by December 31st of the next calendar year.  Trustee Rasmussen also explained regarding action carryover, that they must have an employee that was unable to use her vacation in 2022 because of short staffing. President Schustek invited Joe Opperman from the Iola Old Car Show and Sherri Miller from The Thirsty Perch to speak regarding the revised Entertainment, Musical Ordinance proposal.  Eric Bestul from Lessons from the Arts also spoke.  Trustee Rasmussen made a motion to hold a public hearing regarding the changes to the Entertainment, Musical Ordinance. Second by trustee Harper.  Motion carried.

Motion made by Trustee Rasmussen to hold the public hearing regarding the Entertainment, Music ordinance on April 10th at 5:30 pm. Second by Trustee Harper.  Motion carried.

Motion made by Trustee Harper to hold the Reorganizational meeting on April 10th at 5:15 pm.  Second by Trustee McCoy. Motion carried.

Motion made by Trustee Rasmussen to approve the revised agreement for the sale of Parcel 26 35 97 to Dan and Shannon Dane for the price of $2,000.00.  Second by Trustee Meyers.  Motion passed.  Special note made that Dan and Shannon paid for the survey and appraisal.

  Trustee Parks read her proposed mission statement for the Village of Iola: “Collectively uphold our relevancy for today, responsiveness for tomorrow, readiness in the future to address the needs of our entire community”.  Motion made by Trustee Parks to adopt the mission statement.  Second by Trustee Fenn.  Motion passed.  The new mission statement will appear on the website and letterhead for the village.

Discussion was had, regarding the sale of Parcel number 26 35 71 4.  This is the only available parcel in the downtown area.  It is near the businesses and the Historical Society.  Recommendation made by Trustee Parks, following discussion from the Public Property and Streets Committee meeting to not sell this parcel.  No action taken.

Motion made to Trustee Harper to allow the Iola Old Car Show to place banners on village light pole banner holders for 2023. The taking down of old banners and putting up of new banners should be coordinated with the Public Works Director.  Seconded by Trustee Meyers.  Motion passed.

Motion made by Trustee Harper to appoint Larry Flowers to the Variance Committee.   Seconded by trustee Parks. Motion Passed.

Motion made by Trustee Harper to not allow alcohol to be served in the Village Hall building. Seconded by Trustee Parks.  Motion passed.

Motion made by Trustee Harper to waive building permit fee for the Chester Krause Legacy Park pavilion. Seconded by Trustee Parks.  Motion passed.

Motion made by Trustee Fenn to approve a Class B Beer and Class C Wine License transfer from Iola Mills, Thomas Fucik to REgen Iola Mills, LLC Angela Lemer. Seconded by Trustee Meyers. Motion carried.

Motion made by Trustee Meyers to approve an Operator’s License for Angela Lemar, for REgen Iola Mills, LLC. Seconded by trustee parks.  Motion carried.

Motion made by Trustee McCoy to approve an Operator’s License for Edward Lemar, for REgen Iola Mills, LLC. Seconded by Trustee Fenn.

Motion carried. Motion made by Trustee McCoy to approve an Operator’s License for James Robert Sager, Glacier Woods Golf Course aka Tee Time Lounge. Seconded by Trustee Meyers.  Motion carried.

Motion made by Trustee Harper to move Village of Iola’s pay for trustees to a monthly flat fee, trustee $150.00 a month, president $175.00 a month, eliminating hourly pay for committee meetings and set fee for board meetings.  This would exclude seminar reimbursement and mileage. Motion seconded by Trustee Parks.  Motion carried.

Public Property and Streets – A reminder that the Waupaca County Highway Department will be holding their open house Tuesday, March 28th, 2023, at 6 p.m.  Anyone interested should contact the clerk’s office by March 21, 2023.

Motion made by Trustee Meyers to remove the remaining trees from downtown and fill in the holes in the sidewalks from the removal.  Seconded by Trustee Parks.  Motion carried.

Motion made by Trustee Harper to replace the garbage cans on Main Street.  Seconded by Trustee Fenn.  Motion passed.

Update given on Knuettle Property by Attorney Meagher.  Court order to deed the property to the Village of Iola.  The family will be given time to remove any sentimental items once the snow is gone.  An appraisal of the property will take place to sell “as is”.  Dan Dane brought it to the board’s attention to see if the house would pass an inspection by the Fire Department for a “practice burn”.

Parks – General Parks, No Updates Chet Krause Park, Trustee Harper updated the board on progress of fund-raising since the last meeting, $12,000 more.

Sewer & Water – It was announced that Glenn Tetzlaff, Public Works Director has been nominated for Operator of the Year in District 1 for the Wisconsin Rural Water Association for 2023.  Motion made by Trustee Harper to formally congratulate Iola’s Public Works Director, Glenn Tetzlaff, for all his hard work for the Village.  Seconded by Trustee Parks.  Motion passed.

Finance – Trustee Harper made a motion that they found all the bills in order and approve them.  Trustee Parks seconded the motion.  Motion carried. 

Public Presentation (Correspondence & Communications) to or discuss with the Board. Maximum 2-Minute Presentation – Greg Loescher from the Iola-Scandinavia Chamber of Commerce informed the board that the Chamber will be helping with the new garbage cans and they are finding organizations and business to plant in the planters around town this year.  He also noted that the Chamber is working on new banners for the village light poles.  They would also like to coordinate with the Department of Public Works to put up new banners when they are taking down old ones.

Trustee Harper made a motion to adjourn the meeting.  Trustee Fenn seconded the motion.  Motion carried.

President Schustek announced the meeting was adjourned at 6:49 p.m.
