The Scandinavia Town Board met on Wednesday, Oct. 14, at the Scandinavia Municipal Center. Chairman Gary Marx called the meeting to order at 5:34 p.m.
Frank Bauer made a motion to accept Clerk’s September minutes, with a correction from five to two bids on the Municipal Center parking lot. Motion was seconded by Bryan Fuhs. Motion carried.
Mike Mazemke provided the Treasurer’s report for September 2020. Frank Bauer made a motion to accept the Treasurer’s report. Motion was seconded by Bryan Fuhs. Motion carried.
Planning Commission Report-Met on Oct. 14 to review an application for the Duncan Campbell et al property (parcel 17-33-71-1) to amend a Comprehensive Plan Amendment from Sewered Residential (SR) to Rural Residential (RR) district, and an application for a Conditional Use Permit for placement of an RV for more than 30 days out of the year, was approved with exceptions by planning commission. Motion made by Frank Bauer to approve as present by the planning commission with exceptions, seconded by Bryan Fuhs. Motion carried.
Road Issues – S-curve signs have been ordered to be replaced on Elm Valley Road, because they were cut down by someone with a chainsaw.
Old Business
Van Dyke Junk/Salvage Yard – nothing to report.
Ron Gavin Junk/Salvage Yard – nothing to report.
Highway 49 (Scandinavia to Iola) project scheduled for 2020 after the Iola Car Show – date has been changed to 2022.
Municipal Center – A motion was made to use our Route to Recover grant money for the following items: Front door $8,500, Audio Visual Enhancement equipment for virtual meetings $5,705.43, Amherst Internet $688.85, and Touchless Faucet for bathroom $512.
ATV/UTV Town of Scandinavia Ordinance – Frank Bauer made a motion that we pass a ATV/UTV Ordinance #20-01 in the Town of Scandinavia. Motion seconded by Bryan Fuhs. Motion carried.
Municipal Center Parking Lot Repair – the project is going as planned.
William Luy CSM Review – still an open issue.
New Business
2021 Budget – reviewed and approved as present to take to the Budget Hearing on Nov. 11 for final approval.
Budget Hearing and Special Town Meeting – set for Wednesday, Nov. 11, at 5:30 p.m. at the Municipal Center.
Frank Bauer made a motion to approve the payment of bills presented including: Village of Scandinavia (October expenses), Village of Scandinavia (3rd Quarter Sewer), and Depot Street Station LLC (highway expense). Motion was seconded by Bryan Fuhs. Motion carried.
Correspondence from the following was reviewed: Land Use Permit Applications from Ronald Gramer, Erwin and Joanne Davis, and Thomas Johndro.
The November 2020 Board meeting will be held on Wednesday, Nov. 11, at the Scandinavia Municipal Center following the Budget Hearing and Special Town Meeting which is at 5:30 p.m.
