Town of Scandinavia Board April 20 meeting minutes

Scandinavia Municipal Center

The Scandinavia Town Board met on Tuesday, April 20, at the Scandinavia Municipal Center and via web conference. Chairman Gary Marx called the meeting to order at 5:50 p.m. All board members present in person. Via teleconference Trey Foerster and in person Jim Nygaard.

Frank Bauer made a motion to move New Business appointment of Erik Sheppelman to the Planning Commission to the top of the agenda. Motion was seconded by Bryan Fuhs. Motion carried.

Bryan Fuhs made a motion to appoint Erik Sheppelman to the Planning Commission. Motion was seconded by Frank Bauer. Motion carried

Frank Bauer made a motion to accept Clerk’s minutes. Motion was seconded by Bryan Fuhs. Motion carried.

Mike Mazemke provided the Treasurer’s report for March 2021. Frank Bauer made a motion to accept the Treasurer’s report. Motion was seconded by Bryan Fuhs. Motion carried. 

Planning Commission Report – see below in New Business

Road Issues – Bryan Fuhs made a motion to approve the 2021 proposed road repairs. Motion was seconded by Frank Bauer. Motion carried.

Old Business

Van Dyke Junk/Salvage Yard – nothing to report.

Ron Gavin Junk/Salvage Yard – nothing to report.

Highway 49 (Scandinavia to Iola) project scheduled for 2020 after the Iola Car Show – date has been changed to 2022, nothing new to report.

Municipal Center – Bryan Fuhs made a motion to pay a portion of a new lawn mower and snow blower, which Ken Hager will purchase, to use specifically at the parks and municipal lawn and parking lots. Motion seconded by Frank Bauer. Motion carried. Mowing, trimming around the building and the park will be completed for Memorial Day and the Scandinavia Corn Roast per the Village and Town’s request.

Board of Review is April 26 from 6-8 p.m. at the Municipal Center.

Annual Road Inspection date – Gary Marx performed the annual road inspection on Wednesday, April 14. There will be a few additional projects done in the next few weeks.

Biennial Bridge Inspection – Waupaca County will do the inspection.

Humane Officer – The Town will continue to look for someone to fill this position.

New Business

Community Room – The Village and Town Board would like to wait to open the Community Room to the public. Both Boards will review at their May Meetings.

Planning/Zoning – Frank Bauer made a motion to accept the application for the Thomas and Deborah Knauer Revocable Trust property (parcel 17-01-72-25) and the plan to have a Comprehensive Plan Amendment from Farmland Preservation area to Rural Residential Overlay (RRO) district, as well as a Zone Map Amendment proposing to split off a two-acre parcel from the property around the dwelling. Motion was seconded by Bryan Fuhs. Motion carried.

Frank Bauer made a motion to approve the payment of bills presented including: Village of Scandinavia (April expenses), Village of Scandinavia (FD insurance), Wisconsin Towns Association 2021-22 Membership (dues), Iola Ambulance Service, (1st Quarter 2021Assessment), IMT Insurance (bond insurance), Waupaca County-Treasurer (dog license remittance), and Waupaca County-Treasurer (winter maintenance Highway Department). Motion was seconded by Bryan Fuhs. Motion carried.

Correspondence from the following was reviewed: Land Use Permit Application from Michael and Jean Degen.

Public Input – Jim Nygaard thanked the Board for what they are doing, and he would be happy to take any concerns or recommendations to the Waupaca County Board at any time

The May 2021 Board meeting will be held on Wednesday, May 12, at 5:30 p.m. at the Scandinavia Municipal Center.
