Scandinavia Village Board takes decisive actions in monthly meeting

In its regular monthly meeting on Tuesday, Nov. 21, at the Scandinavia Municipal Center, the Village of Scandinavia Board addressed crucial matters, reshaping the future of the community. President Mork presided over the gathering, calling the meeting to order at 5:03 p.m., where Trustees Hayes, Knautz, Morgan, and Wilhite were present.

The first significant decision arose with Trustee Morgan nominating Steve Smith to fill a vacant Trustee position, met with divided votes (Aye: Morgan, Nay: Hayes, Knautz, Mork) 1-3. Trustee Hayes then nominated Kelton Wilhite, securing the position with unanimous approval (Aye: Hayes, Knautz, Mork) 3-0. Wilhite promptly signed his Oath and assumed his role at the table.

A motion was passed to place an ad in the Rural Wastewater periodical to find a sewer operator, as no interested parties had emerged. The Board also delved into a discussion about amending the “Public Nuisance: Noisy Animals or Fowl” ordinance. President Mork urged Clerk McDermith to collaborate with the Village attorney for a resolution based on suggestions from Bonnie Timm.

Sidewalk permits and the winter parking trial were also on the agenda. Two Sidewalk Use Permits were approved, and a motion extended the 2023 Sidewalk permits through Dec. 31, 2024.

Trustee Morgan reported on the winter parking trial, noting the correction of signage errors.

President Mork subsequently initiated the Budget Hearing at 6 p.m. A series of motions followed, including the adoption of the 2024 budget, setting the local levy at $39,040, approving fund balances, adopting the Sewer System budget, and adding delinquent sewer service charges of $4,950 onto 2023 Property Taxes.

The meeting concluded with a unanimous motion to adjourn at 6:13 p.m.
