Scandinavia Village Board approves county highway contract, discusses firetruck purchase and beer garden proposal

The Scandinavia Village Board convened its regular monthly meeting on Tuesday, April 8, 2025, at the Municipal Center’s Community Room, where members approved a new highway contract with Waupaca County, discussed potential firetruck acquisition, and reviewed a proposed Beer Garden project. Led by President David Mork, the meeting began promptly at 5 p.m. with all trustees present and concluded with several key community updates and approvals.

Highway Contract

A major decision from the meeting was the unanimous approval (5-0) of a multi-year contract with the Waupaca County Highway Department, spanning Jan. 1, 2026, to Dec. 31, 2029. Trustee Mike Hayes motioned for approval, with Trustee Kyle Swenson seconding. This long-term agreement ensures continued maintenance and roadwork throughout the village, providing budget stability and planning continuity.

Firetruck Search Advances

Trustee Swenson delivered an update regarding the village’s search for a new firetruck. A promising lead has emerged in Upstate New York: a 2009 model with only 40,000 miles priced at $225,000.

Beer Garden Proposal Draws Interest, Requires Further Detail

The owners of Happy Daaze, Chip Wasrud and Jeremy Leitzke, presented a proposal to establish a Beer Garden on their property. Deputy Clerk Mike Stockwell clarified that the board would need a detailed site plan, including lot lines, before the village can move forward. The board also agreed to consult its legal team to ensure all statutory requirements are met. The project remains under review and is pending additional documentation.

Other Meeting Highlights

Public Concern Raised: Resident Melissa Diestler questioned the necessity of having a Deputy Clerk for a village of just 369 residents.

Zoning and Property Updates: Several properties were discussed:

  • 665 N Main: One shed partially razed; second due for removal by June.
  • 610 Oak St: Nearing completion.
  • 625 Pleasant St: Work completed, permit closed.
  • 475 Pleasant St: Awaiting final inspection on generator permit.
  • 280 Mill St: Still awaiting completed zoning permit.
  • 110 Church St: Work has slowed.
  • 150 West St: Legal consultation ongoing.
  • Friends of Jorgens Park: Seeking to install or upgrade electricity; more details needed for this Conservancy-zoned area.

Sewer System Maintenance: Trustee Hayes reported issues with the village’s flow meter and announced plans for testing to diagnose the inconsistency.

Land Interest: President Mork noted potential buyer interest in four of the village’s remaining lots, signaling possible growth or development.

Silver Lake District Grant: The village received a Surface Water Grant from the Wisconsin DNR totaling $1,746.69 to support environmental management efforts.

Licensing Updates: Bob Fredy reminded the Scandinavia Vikings Baseball Club to submit their liquor license application before the next meeting. Village currently has 73 licensed dogs and 12 unlicensed, according to Fredy.
