The regular meeting of the Town of Helvetia Board was held on Nov. 7 at the Town Hall, and was called to order by Chairman, Jeff Oppor at 7 p.m. All Town board members were present. Eight town residents were also in attendance.
The Board cited the Pledge of Allegiance.
The minutes of the previous meeting were read by Doug Hines, Clerk, and approved with a motion by Mike Grassl, second by Justin Hintz.
Town bills were approved and paid with a motion by Mike Grassl, second by Justin Hintz.
The Treasurers reports were given and approved with a motion by Justin Hintz, second by Mike Grassl.
New Business
The 2024 Budget Hearing was held before the regular board meeting. A motion was made by Mike Grassl, second by Justin Hintz to approve the 2024 Helvetia Town Budget. Passed.
Due to a recent request for commission increase and lack physical presence on building inspections, the board decided to remove Paul Hermes as the local building inspector effective Dec. 1, 2023. A motion was made by Mike Grassl, second by Justin Hintz to remove Paul Hermes as of Dec. 1.
The Fire Extinguishers were inspected and updated in the Town Hall. New keys for the new door locks were dispersed as needed. Due to the ongoing plumbing issues in the Town Hall, Mike Grassl made a motion to have a plumber update and repair all the plumbing fixtures, second by Justin Hintz.
Jeff Oppor, with the help of the Waupaca County Highway Department filled out a Local Road Improvement Program application for $56,000, which is 50 percent of black top for Moen Road. It is not a guarantee that it will be awarded.
The Paser Rating for town roads as also been completed with the help of Scotts Construction. The Town Hall sign is being worked on as the students have time.
There will be a Wisconsin Towns Association Meeting on Nov. 9 and one of the things on the agenda is levying the charge for Fire and Ambulance separately on the tax bills.
Roads: Ditch mowing is done for the year. There is still some road patching and graveling that needs to get done. The tractor and mower are in need of some repairs. A motion was made by Mike Grassl, second by Justin Hintz to order necessary parts and the repairs will be made over the winter months. Jeff Oppor reported that the County will provide bridge aid as long as the culvert is over three feet wide. Mike mentioned that the hall could use a cleanup of old papers and outdated files.
The board will also be looking for someone else to do cleaning in the Town Hall, as Kathy Quinlan has stated her desire to no longer provide her services.
Board members will continue to clean ditches where needed.
Gary Prill, of the Plan Commission had nothing new to report.
Next meeting is Tuesday, Dec. 5, at 7 p.m.
